Trash & Litter Policy
(Adopted March 11, 2024, Resolution 24-11)
In an effort to improve the exterior appearance of the units of the City of Fort Payne & Valley Head Housing Authorities, the following Trash and Litter Policy has been developed for all residents. The Trash and Litter Policy has been developed by the Housing Authority of Fort Payne and approved by the Housing Authority of Fort Payne Administrative Office and the Housing Authority of Fort Payne Board of Commissioners and is incorporated by reference into the Dwelling Lease in Section IV (G), (H), and (BB).
- All garbage must be in garbage bags and garbage cans behind the unit or disposed of into dumpsters as provided by the Housing Authority.
- All garbage is to be transported to the designated curbside on trash collection day. Trash and containers are not permitted on the curb until trash collection day. Trash must be kept in designated areas behind apartment.
- Any trash receptacle left out after trash pick up will receive an $8.00 fine. Any receptacle not retrieved promptly after trash pickup will be impounded by the Maintenance Division. This will subject the tenant to additional charges or fines.
- No major appliances, furniture or auto parts (tires, motors, batteries, etc) are to be placed behind or in front of the unit for storage or disposal. Tenant(s) will be responsible for transporting item(s) to the street curb and calling their local sanitation department for pick-up. Failure to move item(s) to the street curb for pick-up by the local sanitation department promptly could result in an $8.00 per day fine until the item(s) are removed.

- Sylvania and Valley Head residents, it is the tenant's sole responsibility for disposing of the property, otherwise be charged for expenses incurred by Housing Authority maintenance staff for disposal.
- Some residents have city trash receptacles at their apartment. If trash receptacle is missing or damaged, please contact your local sanitation department immediately. If you are Valley Head or Sylvania resident you will need to contact the Fort Payne Housing Authority office.
- Each resident is responsible for trash of any type in a yard (front, side, rear) and is subject to an $8.00 fine regardless of how the trash came to reside in the yard. Trash in resident defined area, and the common area surrounding their apartment, is the responsibility of the resident. If maintenance is required to remove the trash from a resident designated area the maintenance charge will be a minimum of $8.00 and up to $50.00.
