Director of Finance & Deputy Director Cass Garrett
Cass Garrett, Director of Finance & Deputy Director

Cass is a 2000 graduate of Pisgah High School. Following her high school education, she attended Shelton State Community College before earning a Bachelor of Science degree in Commerce and Business Administration with a concentration in Finance in Real Estate from the University of Alabama in 2004.

Cass began her professional career in the housing sector, focusing on Tax Credit and Rural Development Management. She joined the Housing Authority in 2008 as the Tenant Accounts Receivable Clerk, subsequently advancing to the position of Public Housing Manager. In 2012, she transitioned to her current role as the Director of Finance.

Cass is committed to being a supportive team member, aiming to provide homes for as many individuals as possible while also fostering opportunities for staff and residents to enhance their quality of life.

In her spare time, she enjoys watching her sons play sports and working on the family farm.

Cass is eager to continue her professional development, as she believes that effective leaders are continually inspired by acquiring new knowledge.


Senior Property Manager Magan Hammett
Magan Hammett, Senior Property Manager

Magan is the Senior Property Manager at the Fort Payne Housing Authority, where she has dedicated her career to enhancing the lives of the families she serves. A proud graduate of Plainview High School in 2004, Magan pursued further education at Northeast Alabama Community College before earning her Bachelor of Science degree in Business Management from Jacksonville State University in 2010.

Magan began her journey with the Housing Authority in 2008, steadily advancing to her current leadership position. Her commitment to ensuring that residents feel valued and cared for is at the heart of her work, as she strives to foster a supportive community for all. 

Having grown up in Rainsville, Magan is especially grateful for her role at the Housing Authority and is proud to serve the DeKalb County area that means so much to her. She is committed to making a positive impact in the lives of those around her.

When she's not working, Magan enjoys spending time outdoors with her family, getting her hands dirty in the garden, and helping out on the farm. 


 Asset Manager Kim Brown
Kim Brown, Asset Manager

Kim Brown became a part of the Fort Payne Housing Authority in 2010, beginning her journey in Accounts Receivable. Through her hard work, she soon demonstrated her exceptional organizational abilities and strong dedication to the community. Now, as an Asset Manager, Kim plays a key role in managing property assets, ensuring that everything operates smoothly for both the residents and the Housing Authority. With over ten years of experience, she brings a wealth of knowledge and a keen eye for detail to her work, assisting the agency in achieving its mission of providing safe and affordable housing.


Laura Hicks - Housing Choice Voucher Coordinator and Systems Manager, Fort Payne Housing Authority

Laura Hicks has been a committed professional in the housing industry since 2016, joining the Fort Payne Housing Authority in 2018. Initially serving as the Housing Choice Voucher Coordinator, Laura quickly became an essential member of the team, recognized for her efficiency and dedication to addressing the needs of local residents. She subsequently took on the role of Systems Manager, where she oversees critical systems and technology to improve operations. Through her dual roles, Laura significantly contributes to providing high-quality services for the clients and community of the Fort Payne Housing Authority.


Anita Goggans - Intake-Occupancy Specialist
Anita Goggans, Intake/Occupancy Specialist

Anita Goggans joined Fort Payne Housing Authority in 2023 as an Intake and Occupancy Specialist. A graduate of Fyffe High School, Anita went on to earn her Associate's Degree in Business Administration from Northeast Community College in 1988. With her background in business and her compassionate approach, Anita provides essential support to applicants and residents, helping them navigate housing options and program requirements. Her dedication to service and her attention to detail make her an invaluable resource for the Fort Payne Housing Authority community.


Aaron Jackson - Maintenance Supervisor

Aaron Jackson joined Fort Payne Housing Authority in 2022 as a Maintenance Mechanic, bringing a hands-on approach and a commitment to excellence in property maintenance. Since then, Aaron's expertise and dedication have led him to his current role as Maintenance Supervisor. In this position, he oversees the maintenance team, ensures that properties are kept in optimal condition, and upholds high standards for safety and quality. Aaron's leadership and technical skills make him a valued asset to the Fort Payne Housing Authority team, where he continues to enhance the living experience for residents every day.
